Computer thinks it is in a different city

When my son launches Internet Explorer on his HP notebook, the browser goes to http://g.msn.com/HPNOT/1, which I guess is the default homepage.

 

The tab in IE flashes "Welcome to Seattle" before MSN loads in the browser.

 

We were in vacation in Seattle last month. Why does it still think we are there? Where is this location stored? He cleared his browser cache and cookies, and IE still flashed that message.

 

Once MSN actually loads, it can detect the correct location via the IP address, so it is not a big problem. However, we are wondering if there is some kind of system setting that stores the computer's location.
