If I understand this correctly, there are a number of factors that determine the results of using the Up / Down Arrows.
One setting that controls the "line by line" action is set up in your Mouse Settings. The arrow "lines per instance" of use might translate (hold true) for some applications, while other programs ignore the "Mouse" lines setting.
- General Action - documents that are not otherwise controlled
Windows key + X> P (Opens the Control Panel) > Mouse> Wheel>
Adjust both Vertical and Horizontal scrolling >> OK
- Firefox
The number of lines is controlled internally in the Firefox program; as of FF Version 10, the "lines per instance" was set to three lines.

From what I can determine, the number of lines moved by the "arrow" key is not arbitrary, but you may not always have direct control over which applications respond in a particular manner.
Another factor may be the Video card you have installed -- if the video driver supports a bit of extra code to allow extra flexibility, then the arrow keys may respond differently when certain settings are changed (smooth scrolling as compared against the "notched" scrolling that moves the cursor along in a "jerked" motion). This statement is "hearsay" and I do not pocess anything fancy enough in the graphics card department to test the theory.
Translation: Sometimes, you take what you get.
