ease of acess

Each time I try to turn on the on screen keyboard or the maginfier I get an error box that says;  ' A referral was returned from the server. They use to work so I thought it was the restore discs. I bought a new set and after factory reset it still gives that message:   A referral was returned from the server. How can correct this? I really need the ease of access utilities.
