Commentary
- Did you install the latest version of iTunes or install the exe from a backup file? You probably don't want to try and install anything less than the absolute latest version of iTunes onto Windows 8.1 -- there have indeed been reports of weirdness and Apple won't have the fixes in anything less than the latest versions of the iTunes code.
- Are you trying to "register" the iPad sync / management capabilities along with installing the iTunes setup? This is important -- you can install iTunes anywhere, but there are caveats when you want to manage your Apple device using that iTunes installation.
You know you can only have one iTunes computer registered as a device manager. You may have to "unregister" that other computer where the iPad was synced / backed up. IF that computer is still on the network, that is about the only option. If the "other" computer is not still around, then you may be able to install the latest version of iTunes and then "move" the registry when you attempt to attach the iPad.
- Once the iPad is registered to use the "new notebook" then you might be able to transfer the music by using "manual Update".
It has been awhile since I have done this; my old iPad One probably works differently than does your device.
