Try this:
- Create a Restore Point Create a Restore Point – Win7 OR Create a restore point Win8
- Close all your programs and Shut down the computer
- Disconnect everything (little Unifier for the keyboard / external mouse can stay)
- Perform the Hard Reset for your notebook model
- Boot the computer and log in
Reminder: Hard Reset is just a device Reset. The Hard Reset procedure does not wipe out your files nor does it destroy your Windows setup in any way. It just "clears the cobwebs". Depending on the cause of the problem, this kind of "reset" can fix a variety of computer glitches.

If that does not work, it may be a missing link to the program.
Try backing into the Setting area from another angle:
- Open a command prompt window
Windows key (opens the Start Screen) > type anywhere on the screen command >
Click to open the command prompt window
- Paste this text -- all as one line:
C:\Users\Dragon3\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-US\AAA_SystemSettings_Personalize_LockScreenSlideshowSource.settingcontent-ms
This should open the "Lock Screen" window inside PC Settings. Assuming the issue is nothing more than that missing link as earlier described, then you might be able to manuever around as needed.
It is not a fix the PC Settings not working as it ought; if it works, this is certainly a cool workaround. Smiling.
