Boot priority is ignored on pavilion g7

I have a Pavilion g7-2251dx that ignores any USB and CD/DVD boot devices unless I manually select Esc then F9 while it is powering up.

 

I've been into the BIOS and changed the boot order to place the USB and CD/DVD drive above the hard drive.  Despite that, unless I press Esc>F9 then select the device, the laptop skips over the boot devices and boots windows.

 

Is there any way to force the laptop to respect the boot priority?

 

In the Boot menu options, there are two boot menu lists, one for legacy.  I've changed the boot order in both lists, but even with <legacy> enabled, it still goes to windows unless I manually intervene - which rather defeats the point of having a boot priority list.

There's some text alongside which suggests that UEFI boot might be taking priority over legacy boot devices.  The USB and CD/DVD's are legacy boot devices.

 

2. A second issue is the USB ports - the laptop only seems to recognise a bootable USB plugged into the USB port on the right side (when I press Esc>F9).  It's not recognised in either of the two slots on the left side.

 

Any suggestions welcome.
